Reporter: Surveys have shown chat most parents in the United States—about two-thirds—agree that spanking is an acceptable form of discipline, although that number has been declining in recent years. And although many parents don't think spanking is the best way to discipline children, most parents admit to having hit their children at least once. But even doctors disagree about the issue of corporal punishment.

Announcer: A father was recently arrested by the police for spanking his child, starting a debate among the American public about spanking. Is spanking, or other types of corporal punishment, an acceptable form of discipline for children? Or is it a form of child abuse? Charles Dean has our report.
Reporter: The case that has everyone talking is the arrest of Dale Clover, a thirty-six--year-old father of three, at a shopping mail in St. Louis, Missouri. He was arrested after an employee at the mall saw him spanking his five-year-old son Donny and called the police. Clover was arrested for child abuse» Mr. Clover admits that he hit his son but says that it wasn't child abuse. "Spanking is the only thing thac keeps Donny out of trouble," says Clover. "It's not child abuse. It's discipline."* Across the country, parents disagree on this issue: What is the difference between loving discipline and child abuse?
Parent 1: A little hit of pain is necessary to teach a child what is right and wrong. It's like burning your hand when you touch 3 hot stove. Fain is nature's way of teaching us.
Reporter: Some parents, like Rhonda Moore, see a clear difference between spanking and child abuse.
Parent 2: I want my children to learn right and wrong, but not out of fear of being hit. Spanking teaches children to fear their parents, not respect them.
Reporter: Taylor Robinson, father of four, feels that parents should never hit their children for any reason.
Parent 2: When a parent spauks a child, what the child learns is that problems should be solved with violence. They learn that it's acccptable for parents to hurt their children. None of these are lessons that I warn to teach my children. ! wane my children to learn to talk about their problems and solve them without violence, but spanking doesn't teach thac.

Doctor 1: Today, many children don't respect their parents. Children need strong, loving discipline. Sometimes spanking is the best way to get a child's attention, to make sure the child listens to the parent.
Reporter: Dr. John Oparah thinks our child abuse laws sometimes go too lar.
Doctor 1: I've know loving parents whp have had police officers come to their door and say, "Your child reported / that you hit him." They're treated lite criminals. Some parents are afraid to discipline their children because the children .say that they will call the police.
Reporter: However, most doctors say that there are many harmful cffects of spanking. Dr. Beverly l.au is opposed to spanking.
Doctor 2: In the long run, spanking doesn't work well; it's not as i-ffectivc as other forms of discipline. A child may stop misbehaving for the moment, bur over time, children who arc spanked actually misbehave more than children who arc not spanked. From my experience, if you want a peaceful family, don't spank your kids.
Reporter: Spanking causes problems for children as they get older?
Doctor 2: Spanking can lead to more violent behavior in children. Studies show that children who are spanked arc more violent than children who are not spanked. They will hit other children more often, and when they grow up they arc more likely to hit their own children. These children learn that violence is the best way to respond to problems.
Reporter: It's difficult toi wine parents to know the difference between spanking and child abuse. Doctor 2: Supporters of spanking say it's OK to hit my child with my hand, but what about a belt or a sticki Is that OK.' Can I leave a bruise? On what part of his body is it OK to hit him? Can I hit him harder if he docs something really bad? It's difficult for some parents to know when to stop, especially when they are angry. Eighty-five percent of eases of serious child abuse scan when a parent disciplines a child by spanking, but the punishment goes too far and really hurts the child.
Reporter: The issue of spanking and corporal punishment will continue to be debated among parents and in the courts. In Dale Clover's case, he could get up to five yeats in prison if he is convicted of child abuse.
