A COUNTRY MUST COOPERATE IF IT WANTS TO JOIN WTO

-Both China and Russia are applying to become members of GATT, and of the new organization. How soon will they join?
-China has been an observer at GATT since 1982, and an applicant for membership since 1987. I have had direct communications in the last couple of weeks from Prime Minister and he has made clear that China wants to become an original member of the WTO. The question of whether that is feasible or not is up to the contracting parties of GATT, but we are having a constructive dialogue.
-Китай и Россия хотят стать членами [и] ГАТТ, и новой организации. Как скоро им это удастся?
-Китай является наблюдателем в ГАТТ с1982года, и претендентом на членство с 1987года. -Yet some Western diplomats complain about China's refusal to disclose their quantitative trade restrictions, their quotas. Some of that fairly basic information is treated by China as a state secret. How do you get around such problems?
-Clearly if China wishes to be a member it will have to cooperate. I will be discussing their application in May when I visit Beijing.

-What about the concerns some members have about China's human rights record?
-It is the case that the negotiating positions of contracting parties to GATT may be based on issues other than trade.

-What about the Russian application to join? Can GATT or the WTO play a role in encouraging economic reform in Russia?
-I think this is the view of the Russian authorities themselves, who want trade not aid. The Russians have said that joining GATT is a priority issue for them, although their application comes a long time after China's.

An American in Geneva

So here is a fresh idea. America poses the most problems for The new trading regime: its own protectionists are the world's noisiest and most influential, and its Congress resents the transfer of its government's powers to the WTO. The best answer, therefore, is to put an American in charge. He or she would have the greatest chance of keeping America In line and of becoming credible on Capitol Hill.

At the same time, few of the other member countries would conclude that under an American the WTO will be run "in America's interests", for the trade rules are already agreed and are there to be administered.
To get the WTO job, the United States would probably have to relinquish its hold on the top post at the World Bank, which is also open and which Americans have occupied ever since the Bank's foundation in 1945.

Which is an excellent reason to change things. The post-war deal under which a European runs the IMF and an American runs the Bank is absurd, unfair and damaging to those institutions' credibility. The arrangement will have to be dropped at some point. How about now?
